CLARKSTON, Ga. — Candidates running for Clarkston mayor discussed affordable housing, zoning, and waste management during a forum hosted by Decaturish on Sept. 23.

The candidates are incumbent Beverly Burks and Sean Alexander-Brite.

Burks has served as mayor since 2020. She is focused on ensuring all residents have a voice and sharing her vision for the city of Clarkston, “that grows smart, stays affordable and continues to lead as a model of equity and inclusion."

Alexander-Brite wants to be a voice for the people. He began getting involved in the city two years ago by engaging with the community and hearing ideas on how it could be improved.

“There are so many that don’t know how to get in touch with their leaders of the city,” he said. “I want to be that person that can be there for the people, bring things to the table that the people actually want, and make Clarkston a better Clarkston for all of us.”

The candidates discussed affordable housing and where more should be built. Alexander-Brite said several spaces could potentially be used for more affordable housing. He added that the existing apartment complexes should be cleaned up and made more attractive.

“In order to keep Clarkston beautiful and keep Clarkston going strong, I do believe affordable housing is necessary,” Alexander-Brite said. “In terms of where to put it, just finding different areas in Clarkston where we can make neighborhoods and then build those brand-new neighborhoods.”

Burks added that affordable housing can be difficult because “affordable to one person may not be affordable to another person.” The average income in Clarkston is about $46,000. Burks said the city should look for more public-private partnerships.

“We also have a housing trust fund, which we can leverage…as well to help our residents to make some of these homes affordable, but it’s going to be a matter of public-private partnerships to do that,” Burks said.

Burks and Alexander-Brite discussed Clarkston’s approach to residential zoning and multifamily properties.

Burks said the city made some zoning changes to allow for duplexes, triplexes, quadplexes, and accessory dwelling units. There are about 4,000 apartment units in Clarkston, and some complexes offer affordable rents.

She added that the DeKalb Housing Authority will provide $1.3 million over 15 years to assist low-to-moderate-income residents with purchasing a home and addressing weatherization needs.

“When you look at our zoning, we’ve done a great job in terms of it, and we’re making improvements with that as well,” Burks said. “I appreciate the council for all that they’re doing to make sure that we do those things to improve zoning, but we have made sure in terms of the overall zoning and the zoning districts that we have that we’re mindful of how we address affordable housing as well as access to housing.”

Alexander-Brite said he’s not sure what the city’s approach is, but he has heard residents' concerns about a lack of affordable options.

“In some places, rent is extremely high. Sometimes the qualifications to rent a place is kind of insane [with] some of these policies and procedures that some of these apartment complexes are … requiring that you have or make in order to live there,” Alexander-Brite said.

He’d like to see programs put in place to bridge that gap. He added that there are many multifamily properties in Clarkston.

“They'll bring more residents, and more residents bring more income into the city. It helps small businesses in the city as well,” Alexander-Brite said. “So yes, I do believe that we're going in the right direction, but some things can be changed or put in place to help out as well.”

The city of Clarkston shifted to a new third-party waste management contractor in 2024. Waste Pro is handling the city’s sanitation work. One forum viewer asked what the city is doing to keep Clarkston clean and sanitary.

Burks said the city is ensuring the company picks up solid waste, having conversations about litter, and encouraging residents to recycle.

“We have the issue of waste management, in terms of picking up, but we also have to work with our residents to make sure that we do those things to help keep Clarkston clean,” Burks said. “We’re looking at the contracts to make sure that our sanitation company is doing everything that they can to help us keep a clean Clarkston.”

Alexander-Brite has noticed a difference in cleanliness over the last five years. He’d like to see community programs implemented for activities like trash pick-up.

“I’ve been involved in organizations where we’ve put together programs where the residents come together and clean themselves, as far as a city coming together to clean up the city,” he said.
